There are two back end exchange 2000 which hosts a part of users separately.
All two servers set a same smart host which is another MTA in ISP. How can
an internal email going from one exchange to another exchange without going
to smarthost?

If the users select a GAL recipient, the message should be routed
internally.

Use Message Tracking to track a message and let us know the results.

For Message Tracking? No, just enable it in the server properties, enable
subject logging as well, then send a message, then use the trackcing center
to see how it got there.
