We need a POP3 enabled exchange server on the DMZ and moving OWA from the
internal exchange server to that server. Do I just build the server and put
the connector in to the other server?

Connector?
What version of Exchange is this that you plan to use?

And why would you want to do it that way? Why not use ISA to project those
services into the DMZ? Much much easier to use ISA than it is to use
Exchange to do that. At least from a troubleshooting perspective.

Is there any white pages of links for ISA?

www.microsoft.com/exchange/library is one place to see this type of setup
specifically.

www.microsoft.com/isa is another.

As is www.isaserver.org
