You can use a replication tool like NSI Doubletake to replicate the
information stores etc to the remote server. The trick is that you must not
have Exchange installed on the remote server. When the server in the main
site goes down, you can quickly install Exchange in disaster recovery mode
and users could then connect to their mailbox. I have used this scenario in
the past and it has worked well, but it is important to note that it is not a
true fail over as it takes the amount of time to install exchange on the
remote servers for users to gain access to their mailboxes.
