MSDTC Fails w/ event ID 4383 |

Having an issue w/ my Exchange 2003 cluster running on Windows 2003
Enterprise Ed. Right now it is in a one-legged cluster. After a recent
reboot, MSDTC fails with event ID 4383 in the application log and 1069 in the
system log. I am unable to bring the resource active.
I have reviewed everything I can find on the event, and have gone through
Q290637 with no avail. The MSDTC stays in a failed state in the cluster.

Hi,
Please have a look at http://support.microsoft.com/kb/290637 and see if that
procedure helps resolve this problem.
If that does not help, I would check cluster service account permissions
next. Make sure it is a local administrator, with the Manage auditing and
security log user rights. This is required for the DTC to function in a
cluster. If it has the proper permissions and rights, are any security
policies in place on the nodes in the cluster?

I have was unsuccessful with the steps outlined in 290637. I did check that
the cluster service account is a member of the local administrators group
and it can manage auditing and security log rights. There is only one group
policy being applied to the server and I don't see anything that should be
limiting the cluster service account. Have any other ideas for direction?

First, sorry for pointing you to a KB you had already tried. I don't know
how I missed that in your original post. :-)
What is the GP being applied to the cluster (e.g., what specifically are you
controlling/setting)? Also, what is the exact text of the DTC events that
are being logged. I'm specifically interested in the error codes.

Below is the message received in the Application log:
"MS DTC was unable to determine the state of the cluster service on this
machine. MS DTC cannot continue to startup. Please contact Microsoft Product
Support. Error Specifics:
d:\nt\com\complus\dtc\shared\mtxclu\mtxclusetuphelper.cpp:497, CmdLine:
C:\WINDOWS\system32\msdtc.exe, Pid: 2684"
Most of the group policies being applied relate to User Rights...is there
anything in particular you recommend I check?

No error code in the data portion of that event?
Are there any specific restrictions on the Network Service or cluster
service account? One thing to check is registry permissions for the Network
Service account. Open regedit.exe and navigate to:
HKLM\Software\Microsoft\Windows NT\CurrentVersion\Cluster Server
Make sure the NetworkService has full control over this. One other way to
solve this is to put the Network Service account into the local
Administrators group on each node.
