NLB Exchange 2003 FE servers

I am thinking about NLB the Exchange 2003 FE servers I am going to use for
SMTP (Inbound) OWA, OMA and RPC over HTTPS.
I know that Windows 2003 has the NLB wizard, my question is the order in
which to create this cluster. Do you install Exchange on both servers then
NLB them?
Will NLB be able to monitor the EXchange services in the event one of the
servers has an issue so the the other can take on the load? Any documention
on how to configure this and the steps in the order they need to be taken
would be appreciated.
