WebDAV .NET for Exchange (http://www.independentsoft.com) has in Resource
class method CreateSearchFolder().

There's a whole bunch of information and samples in the Exchange SDK on how
to do this have a look at

But it seems I can't create Search Folders in the one public folder tree
(and associated public store) designated for MAPI clients.
What shall I do?

Yep that's right you can only create search folders on non-mapi folder trees
(and private stores). That's a limitation with that feature
