If you are planning to move to new hardware then I would just upgrade to Exchange 2003 on Windows 2000 for the time being.

I am in the process of upgrading to Windows 2003 and Exchange 2003. However, I'm still going to be on a Windows 2000 Native Forest Functional Level for a while. Having said that, is there any reason I should upgrade Windows before Exchange. I would rather upgrade Exchange first because my current server is inadequate. However, I wasn't sure what drawbacks are. Any advice would be greatly appreciated. Thanks.
