Our Exchange organization is authoritative for one domain (say, builder.com)
but we have an Exchange user who needs to send all his emails as if he was
sending from another part of our organization that doesn't use Exchange,
construction.com.

I created a secondary smtp address, user@construction.com and marked it as
primary. External emails are sent as user@construction.com but if he sends
me an email inside builder.com the address is marked as user@builder.com.

Does anyone know how I can have all his emails sent as user@constuction.com?

Tell that user to use Outlook Express instead of Outlook. In Outlook
express you do not use Exchange service to send outbound emails and can
specify whatever return address you like
