I have an Exchange 2000 on a Windows 2000 server. I would like to upgrade to
Exchange 2003 and Windows 20003 server on the same box. What would be the
best way of doing this?

The correct order of installation is:
1) Upgrade Exchange
2) Upgrade Windows

Of course, it's not that simple. There are some things you should be aware
of, so I recommend the following readings:

I prefer installing a new server and doing a swing upgrade. Is much easier
and with less risk.
