I'm going to post this here since it is a design related scenario. Any
comments are appreciated.

Public Folder access is slow with some remote sites. Looking to place
localized public folder servers for both public folder access and OAB
download. Only 1 routing group now, but looking to place the remote site
pub folder servers in their own routing group. Question is how do we
force
the clients to go to their local public folder server for access to
certain
folders? We still want to replicate all public folders to a centralized
site for backup/DR purposes.
Any ideas? Thanks for your help Andy.

Patrick,
As per Microsoft;
When a client tries to open an Exchange Server public folder, the Exchange
server determines an appropriate folder replica for the client to access.
This process is called referral. If a replica of the requested content exists
on the Exchange server that serves the client request, the client accesses
the local replica. If the replica does not exist on the local server,
Exchange Server tries to find a replica in the same routing group.
