I am trying to send mail using WebDav and get a 401 unauthorized error.
My exchange admin doesn't know anything about this. Is there some
permissions that need to be set via the Exchange admin programs? What
is the DavMailSubmissionURI anyway?

To see a full description of what the DAVMailSubmissionURI (or The Exchange
Mail Submission URI ) see

To use the URI you need to have rights to the mailbox of the URI your trying
to send from Quote "When sending a message over HTTP, the sender must be
authenticated as either the owner of the mailbox or a user with Send On
Behalf Of rights for this mailbox."

OK, now I can send mail via WebDav when using basic authentication and
supplying my id and pw, but I get a 401 when using
CredentialCache.DefaultCredentials.

And yet I can get to my mailbox directly by entering the URL in a
browser, without being prompted for credentials, so windows
authentication is working. IIS and exchange are on the same box. Any
idea what might be wrong here?

How are you trying to use this code eg are you writing a console application
or ASP.NET page. If your trying to use ASP.NET on a server other then the
exchange server you maybe running into delegation issues(NTLM multihop). In
this case you need to make sure you have Kerberos delegation configured
