Hello Arch,
ExBPA detects this condition by inspecting the internal operating system
configuration. We don't parse the boot.ini itself, just in case the /3GB
switch was added after the server was booted, or if it was booted under a
different option. If the OS is telling ExBPA that it will only allow a 2GB
address space for user mode, then other apps (including Exchange) will be
told the same thing.

I'd be happy to tell you what the problem is.

The kicker is that if you look at the boot.ini file, the line says :"
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Windows Server 2003,
Standard" /fastdetect /USERVA=3030 /NoExecute=OptOut /3GB"
Does anyone have any idea why it does that?
