how can i ensure that all email older than my backup strategy is completely
unrecoverable. I don't it to be recoverable by any means. is as simple as
formating the backup tape or does something need to be done to the hard drive
or information Store?

Set deleted item retention appropriately.
In Storage Group properties | General - "Zero out deleted database pages" -
server takes some performance hit to do this.
Can use Mailbox Manager settings in Recipient Policies to delete users'
Deleted Items based on your requirements.

Alot of people defrag their database to clean out their whitespace. And
sometimes they destroy their backup media.

In addition to backup security/formatting, you may want to look at
"Zero out deleted database pages" on the properties of the storage
group.
You can google that for more info. |

are there any other ramifications of selecting the "Zero out deleted database
pages" selection besides performance hits?

Aside from the higher security that it provides for those who need it?
Mostly performance.
- ~2x the disk I/O
- online backup performance - kba 815068
