We seem to get hit often with a rash of Event ID 402 messages -- which have a
description of:

Virtual Server 1: xx.xx.xx.xx (ip address) Maximum number of connections has
been reached. Connection being closed.

I've checked to ensure that we are not an open relay -- I checked both the
SMTP Virtual server settings and the Internet Mail Service settings and have
monitored the queues often. I don't believe we are allowing relaying.

I have Exchange Server 2000 SP3 with SP3 hot fix rollup installed, and also
have the following other software on this system: CA's BrightStor ArcServe
Backup 11.1, CA's eTrust AntiVirus 7.1, and VamSoft's Open Relay Filter
Enterprise Edition 1.52.

The only other strange thing I've noticed is that when I go into the virtual
server's properties panels -- and go to the Delivery tab, I cannot click on
the "outbound connections" button to see the settings there. When I click it
I get the following message:

"Please ensure that the outgoing connections limit is greater than or equal
to the per domain outgoing connections."

Any ideas?

I neglected to mention that we are running a WatchGuard Firebox x700 firewall
with the 7.3 software on it and it is an SMTP proxy. Just in case that's
related.

Could be. If the proxy never closes a connection it can cause
problems.

Have you set the connection timeouts on the SMTP virtual server to
something longer than the the default 10 minutes? How about the value
of the msExchIncomingConnectionTimeout property of the SMTP virtual
server? That should be 600 seconds.

Rich... I thought about setting the connection timeouts to a smaller value
than 10 minutes, but help indicated that was the lowest value that should
probably be considered. I did not change the other setting (or any setting)
using ADSI, which appears to be the only way you change
msExchIncomingConnectionTimeout... so I assume it's the default value.

Doing that wouldn't be a good idea.

It is. Changing it to a smaller value can be useful, though. If you're
plagued by spammers running slow servers you can shourten the time,
but I don't think that's your problem.

Rebooting the server shouldn't be necessary. Try restarting just the
SMTP service.

Use ADSIEDIT to examine the properties of the SMTP virtual server and
correct them as needed:

msExchSmtpMaxOutgoingConnections
msExchSmtpMaxOutgoingConnectionsPerDomain
