Article ID 325965 talks about a known issue about URL Scan and certain
characters being blocked. We are running Win2K3 an and Exchange 2003. We
are getting the same problems but have never installed the IIS Lockdown tool
or the URLScan. Any ideas to allow those special characters to show?

By default URLSCAN is part of IIS 6 , this might help
