Anybody knows how to disable Security tab on outlook 2003 client using Group
Policies etc?

You can use Group Policy objects to enforce settings for all of the options
present in the Tools | Options | Security dialog. Get the latest .adm policy
template from the Office REsource Kit site at http://office.microsoft.com/
