Well yes, if you were practing your restore to see if it works. You would
restore only the Information Store, not the Directory. If you restored the
Directory you would need access to the SAM database.
After restoring the IS, you would run a DS/IS Consistency Adjuster to
recreate the mailboxes. These mailboxes would not be associated with
Windows NT Accounts. If you needed them to be, you would have to recreate
accounts, and then manually reassociate the mailboxes with these accounts.
For example, this would be done if you lost your SAM database with no
backup.
If you were simply restoring to the recovery server, but wanted to import
the restored data to your production server, you would not need to
reassociate the mailboxes with nt accounts, you could instead use Exmerge to
export to pst files and then use Exmerge to import the pst files to your
production box
