My organization currently has an address book in the shared folders in
Exch2k3 SP1. We are also working with Outlook 2k3 on our workstations. We
have the default address book (under directories and address books) set to
the public folder book, and we have right clicked the book on each
workstation to make it show as an address book in Outlook. Autocomplete is
enabled in the Advanced Outlook settings on each workstation. The issue we
have is that when addressing an email, the autocomplete/autosuggest does not
pull names out of the public folder address book. Is there a step I am
missing in order to get this to work?

Autocomplete doesn't look up anything in address books/contacts, ever. It
relies only on addresses you've used before.

Autoresolve, on the other hand, should do lookups to any folder you have
specified as an Outlook Address Book. If you type in Joe, and press the
Check Names button, it will do its lookups. What do you see in your address
book view if you open it directly from the menu bar button?

When I click the address book on the toolbar, the main one that opens is the
Global Address List.

That's correct - what other ones do you see in the drop-down menu?
