If I specify two or more servers under Local Bridgeheads in the SMTP
connector. Is it possible to force Exchange to prioritize one server and only
use the other servers if the first one fails?

In the configuration you've chosen the connector load-balances between the 2
bridgeheads and selects at random.
To prioritize and use the second BH only for failover, set up separate
Connectors with different costs. The Connector with lower cost is chosen
first.
