In the past MS has required the purchase of additional licenses for
non-production standby servers. I've heard MS now allows for "dark" servers
without additional licensing costs (for both the OS and Exchange). Does
anyone know of a link that confirms this or does it just apply to companies
with SA agreements?

Niel,

I don't think Microsoft approves having a server without licences, You can
call Microsoft support to ask for licencing requirements and to provide you
with information on paper or mail.

Microsoft does approve this as part of the SA-Benefits....
