How can I add confidentialty text to all the outgoing email messages
processed by our Exchange Server?

We are using an Exchange Server 2003, Clients are using Outlook XP or OWA.

Using a transport event sink

Many 3rd-party products do this more efficiently

You could use a third party app to do this or write an event sink (have a
look at http://support.microsoft.com/default.aspx?scid=kb;en-us;317327).
There is probably a third party app on
http://www.slipstick.com/addins/index.htm that can do this.
