Gives an error while adding a new node creating virtual serv |

We have already 2active 1passive cluster is there in our testing cluster with
windows 2003Enterprise and Exchange 2003Enterprise. When I tried to add one
more active server to the existing cluster every thing is fine like adding to
the cluster, creating group for virtual server and adding the resources like
Network name, IP address and Phisical resource except while adding System
attendant resource it is giving following error.
[Setup encountered an error while checking prerequisiters for the
component"Microsoft Exchange Server"
0XC1037B3B(31547): The total number of Exchange Virtuval Servers on this
cluster has exceeded the allowable limit for active /Passive to operate.
Facility: Microsoft Exchange Cluster Administrator Extension
ID no:c103fc97]
Please help us to rectify the problem

Exchange 2003 has rules. After you get past two nodes, you have to maintain
at least one passive node. With two active already and one passive you are
done. To add another EVS, add a fourth node.

I was already added fourth node and and trying add EVS It gives that error.

Server does not equal node. To add another virtual server you need to
maintain the ratio of having one less EVS then physical servers. The error
you quote is because you are attempting to break that ratio.
