What do I need to do to allow users to rename public folders only in
Exchange 2003. I want them to use Outlook to rename the folders.

I believe you need to make them owners of the folders in question. This can
open up a lot of potential problems, note, as they can also delete the
entire folder, etc. Not sure I'd want to do this....I usually make the
built-in administrator & perhaps a single trusted user the owner.
