I was looking for some suggestions for the following scenario

I am looking to move from Exchange 5.5 to 2003

Here is my current situation

My AD is one domain in its own forest.

Exchange has one organization (ORG A) with let’s say 20 sites.

All 20 sites replicate with one master Site that I do not control.

I manage two of those sites (Site A and Site B)

The users in these two sites reside in my single domain.

I am currently planning to install an EX2K3 Server SP1 into Site A, move the
mailboxes the server and then do a inter site mailbox move for the mailboxes
on Site B.

I have no control of the other 18 sites.

When I run the ADC Tools I receive an error that some mailboxes do not have
associated Primary Windows NT accounts. These mailboxes reside in the other
18 sites. Because of this error I could not run the Connection agreement
wizard.

I manually created 2-way Recipient connection agreements with Site A and
Site B and public Folder Connection agreements with Site A and Site B. After
checking Active Directory I see that replication is occurring.

I started installing Exchange 2003 onto my server and it warned me about the
error from the other 18 sites, but I could continue if I wanted to. I chose
not to at this time.

Do I need to set up recipient connection agreement (RCA) with the other 18
sites as well prior to install EX2K3 and if so should I replicate them into
my AD as Contacts or disabled user accounts?

If I do set up RCAs with the other 18 sites and replicate them into my AD
will this impact them in anyway?

If any one can give me some advice or point me in the right direction it
would be greatly appreciated.

I would advise you to stop dead in your tracks.
You cannot migrate to a 2003 infrastructure without the agreement with
the forest owner (the guy with Schema Admin rights) and you can't go
unilaterally extending the forest and throwing E2K3 boxes in it.

Just because you don't control the 18 sites, doesn't mean you don't
communicate.
You all need to plan this together.

servers making up the 2 sites I control
