Does Microsoft has a recommended configuration for the Intelligent Message
Filter?

My recommendation is to start by only blocking messages with the highest SCL
(so gateway setting of 9). Then pick something conservative like SCL = 7 to
move to junk folder. Observe the results yourself (make sure you install
the form that exposes the SCL score of messages), and over time decrease the
value to something that makes sense for you and your users.
