Mail Enabled Public Folders

I have inherited an Exchange 2000 configured in Native mode. The Default
Public Folders tree was deleted and a separate Public Folders tree was
created. I added a folder to the tree successfully, but I can't mail enable
the folder. In ESM, I have right-clicked on everything under the
Administrative Groups and I can not find an option to Mail Enable a folder.
An existing Public Folder is mail enabled, but I have no idea if it was done
before the move to native mode.

Does anyone have any ideas as to how I can mail enable my public folder?

Additional note... no public folders are viewable under Administrative
Groups>First Administrative Group>Folders>Public Folders. This seems
peculiar to me...
