Hello

Is is possible to install exchange 2003 on a machine that is not part of a
domain and therefore no active directory installed?

No. Unlike Exchange 5.5 which had its own user directory, Exchange 2000 and
2003 rely on Active Directory for the user enumeration. AD is a
pre-requisite of Exchange 2000 or above
