Hello all,

First off I would like to say thank you to anyone who posts a reply.

The issue is a newly deployed Exchange 2003 server is not properly sending
email written in Japanese lanaguage. This worked when the email server was
Exchange 2000 Sp3.

Server side:
Windows 2003 Std. with Exchange 2003 Std. with McAfee Groupshield 6.

Client side: (A nightmare)
Outlook 97, 2000, XP, 2003; Outlook Express 97, 2000, XP; OWA 2003 using
both Japanese language version and English version with Japanese language
support.

The Situation:
The user types the message in Japanese which displays properly. They then
send the message. Once the message is recieved the recipient cannot view the
Japanese characters as they have been changed. (This only happens to
external recipients) At first this was only an issue when sending to one of
my customers but after further testing it seems to be global. I had a user
test sending to a yahoo account with the same results.

I've doublechecked and within Windows regional settings the option to
"Install files for East Asian languages" is selected.
I found something similar but seems to be a Exchange 2000 issue MS KB
327760. I checked E2k3 and the reg entry was already there with a value of
1.
I've stopped the Groupshield services to see if they are doing something
during the scanning phase but I received the same results.

Anyone have any ideas?

Well after doing some hit and miss troubleshooting I found a workaround.
This has only been tested with Outlook 2003 Sp1 and does not work with OWA.
Set Exchange Message Format to UUEncode using the Western European
ISO-8859-1 MIME and Non-MIME character sets. You can do this for the default
Internet Message Format or for those domains having an issue. Outlook must
be set to use plain text and Encoded with Japanese (EUC). Both Outlook
options can be set for all emails or on a per email basis.

I'm still working on a fix for OWA but this is now on the back burner. If
anyone else comes up with a different solution please post it.
