I tried to create another exchange organization in a forest which have
already got one, by running the exchange2003 setup program, it only allow
you to add the administrative group in existing organization. Is there any
way to make it or this behavior is by the design of AD???

Hi Alec,

Exchange only supports one organisation per Active Directory forest, by
design.
