ADC Configuration CA

I installed a new 2003 server with Exchange 2003. I joined an existing
exchange organization and want to migrate to this new domain/server. The ADC
is giving me 8026 error in the event log:

LDAP Bind was unsuccessful on directory servername.domainname.com for
distinguished name 'DOMAINNAME\Username'. Directory returned error [0x51]
Server Down. [Connection Agreement 'Config CA_DOMAINNAME_SERVERNAME' #3580]

What should that connection be set for? It was automatically created so I
did not set it manually. It currently has under Windows Server Information my
new servername.newdomainname.com. Under exchange server information, it has
the same thing and it is set to port 379. Connect As box has a user account
in the old NT domain. Is this correct or does something need changed. When I
try to modify username and password for the user account I get an error that
says:

Unable to connect to exchange server, please make sure your connections are
configured correctly.

Well, this makes three of us now. Any ideas when the MS folks will answer
this problem. The MS deployment guide I'm using jumps all over the place and
provides no direction or answers......
