can't connect to 2nd Server

I have two exchange 2003 servers in one 2003 domain in two well connected
sites.
One routing group.
One connector for migration purposes where mail for our email address spaces
is forwarded to our old 5.5 server.
Problem:

Users in Site one cannot send mail to users in site two.
On the exchange in site one in the queues server2.local is present with a
retry arrow on the folder and the description "the connection was droped by
remote host".

In site two the server2 has a geen tick over the server1.local queue.

Why cannot server1 connect to server2??

what happens if you attempt to telnet to the 2nd server on port 25 from the
first server? Are there any routers or firewalls between the servers?
