    exchange 2003 sp1 pop3 user problems

I have just setup my exchange 2003 server as a pop3 server so clients can
pick up e-mails over the internet from there outlook\outlook express. I am
connecting to it locally first to make sure its all ok before I connect over
the web. I have started the exchange pop3 server service. I am putting in the
correct ip details for the pop3\smtp settings in the outlook client and also
the username and password as they are of the AD account the e-mail address is
setup for. outlook express always throws up an error as follows

"There was a problem logging onto your mail server. Your Password was
    rejected. Account: '10.x.x.x', Server: '10.x.
x.x', Protocol: POP3, Server Response: '-ERR Logon failure: unknown user
name or bad password.', Port: 110, Secure(SSL): No, Server Error: 0x800CCC90,
    Error Number: 0x800CCC92"

I have stripped out all security for the time being on server and client
side but still no luck. If I try to collect e-mail for the administrator
using the AD username and password then thats fine, but all other AD accounts
    fail. Any clues?

Are you testing with a new account where the user has to change the password
    first?

The other thing I should ask is... is Exchange 2003 installed on a member
    server or domain controller?

The account isn't new and isn't setup for the password to expire. I am using
the account to connect through MS outlook to the exchange server fine. The
problem is when I try to use it to connect to the server as a pop3 server.
The server is the domain controller. Its weird that the administrator account
works fine but other accounts don't? I have tried absolutly everything
settings change I can think of in the exchange pop3 connector but still no
    luck

Based on the second part and you will have to confirm by looking at the
security event logs, but I would guess that they don't hold the right to
logon locally to the domain controller.
