offline email synchronization with OWA 2003

I have a 2003 AD setup with one Exchange 2003 Enterprise server. I need to
synchronize email offline with OWA 2003 over the Internet just as Outlook
2003 does on LAN. I was informed that this was possible but I have not found
any documentation on how to implement.

There is no mechanism to synchronize your email with OWA 2003.

You would need to implement RPC over HTTP and use Outlook 2003 to get that
functionality.

Unless there is a third party solution to provide that functionality, I am
not personally aware of any.
